The Situation
Sheppard Air Force Base serves as one of the Air Force’s primary technical training installations under Air Education and Training Command (AETC), housing a large population of unaccompanied personnel in dormitories and lodging facilities. The Military Housing Office requires continuous furnishings management services to maintain the inventory of furniture and appliances that equip these living spaces, ensuring that arriving Airmen find properly furnished rooms and that damaged or condemned items are promptly replaced, repaired, or disposed of.
The Furnishings Management Section functions as the installation focal point for all furnishings requirements, managing a complete lifecycle from procurement and receipt through storage, delivery, installation, maintenance, and disposal. The scope demands inventory accuracy within 3% of the entire asset base, five-day fulfillment of delivery and pickup requests, one-day response to mattress and bed frame service calls, and the capacity to execute mass moves of 36 to 116 rooms within compressed timelines.
Our Approach
GTS provides all management, labor, tools, equipment, transportation, and materials necessary to operate the Sheppard AFB Furnishings Management Section in compliance with AFI 32-6000, Housing Management. The engagement covers unaccompanied personnel dormitories and lodging facilities, with GTS serving as Equipment Custodian for all managed accounts.
Inventory Accountability is maintained through the enterprise Military Housing (eMH) system with a margin of error within 3% of the entire inventory. All serialized and non-serialized assets are barcoded, tracked, and recorded with complete detail including stock item numbers, make, model, serial numbers, purchase dates, costs, and quantities. GTS conducts full inventory accountability within 30 calendar days at contract award, semi-annually, and at each option exercise, with results reported to the Housing Flight Chief within three days of completion.

Delivery and Installation operations fulfill requests within five work days, including transportation, unpacking, inspection, assembly, and placement. Mattress and bed frame service calls receive one-day response. Mass moves of 36 to 74 rooms are completed in five work days; projects of 75 to 116 rooms are completed in ten work days. GTS personnel handle appliance connection and disconnection, coordinating third-party certified technicians when required.
Records and Compliance operations maintain AF Form 228 custody receipts, DD Form 1149 requisition documents, and automated Furnishings Transaction Control Logs for all asset movements. Condemned items are documented on DD Form 1348-1A and disposed of within two work days of approval. All transaction logs are updated within one work day of any activity.
The Results
GTS maintains furnishings inventory accuracy within the 97% threshold, delivers and installs furnishings within the five-day standard, and responds to emergency mattress and bed frame calls within one work day. Semi-annual full inventories are completed and reported within required timelines. This engagement demonstrates GTS’s capacity to manage installation-level housing support operations that directly affect quality of life for unaccompanied Airmen, operating within the full regulatory framework of AFI 32-6000 and maintaining eMH system proficiency across all asset tracking and accountability functions.
