The Situation

McConnell Air Force Base serves as home to the 22nd Air Refueling Wing, supporting a large active-duty, civilian, and family member population that requires reliable postal services on the installation. The Military Post Office (MPO) operates three distinct service components: the Postal Service Center (PSC) handling personal mail for base residents, the Official Mail Center (OMC) processing all government correspondence and shipments, and Base Locator Services (BLS) maintaining the installation directory and routing mail for special-status personnel.

The MPO requirement demands secure mail handling in compliance with USPS, DoD, and Air Force regulations, coordination with four commercial carriers (USPS, UPS, FedEx, and FedEx Ground), and the ability to manage specialized mail categories including voting and balloting mail, casualty mail, perishable items, and correspondence for AWOL or confined personnel.

Our Approach

GTS provides all management, supervision, labor, personnel, supplies, tools, equipment, transportation, and services necessary to operate the McConnell AFB Military Post Office. The engagement covers the full scope of PSC, OMC, and BLS operations under a single contract structure.

Postal Service Center operations include receiving, inspecting, and notifying customers of mail and packages, secure dormitory mail delivery, outgoing mail collection, receptacle management, key lock combination changes, and handling of undeliverable mail. Customer service surveys are conducted twice monthly to measure and maintain service quality.

GTS postal personnel operate the Postal Service Center, Official Mail Center, and Base Locator Services at McConnell AFB, processing personal and official mail across four commercial carrier systems.

Official Mail Center operations cover receiving, sorting, consolidating, and applying postage to all official outgoing mail and material. GTS personnel coordinate dispatches with USPS, UPS, FedEx, and FedEx Ground, handle both accountable and non-accountable mail, operate and maintain postage meters, and establish distribution schedules for official and personal mail delivery to on-base organizations.

Base Locator Services maintain the installation directory providing name, organization, office symbol, grade, duty phone, and local mailing address for all base personnel while protecting personally identifiable information from unauthorized release. BLS personnel process directory mail and handle specialized mail categories including voting and balloting correspondence, income tax mail, perishable items, casualty mail, and mail for confined or AWOL personnel.

The Results

GTS maintains 100% mail security compliance with zero incidents of unauthorized access, tampering, or loss. All performance thresholds and quality standards are met across PSC, OMC, and BLS operations, with twice-monthly customer surveys validating service quality. This engagement demonstrates GTS’s capacity to operate a full-service military postal facility encompassing personal mail handling, official government correspondence, multi-carrier logistics coordination, and sensitive personnel directory management under the regulatory framework of USPS, DoD, and Air Force postal instructions.
