The Situation

Marine Corps Logistics Base (MCLB) Albany is the primary organization charged with managing installation and environmental division functions to support the warfighter. The Installation and Environment Division (I&E Div) Public Works Branch requires continuous contractor support across multiple technical and logistical disciplines to sustain facility operations, maintain real property records, manage warehouse inventory, and support Production Plant Albany along with base and tenant commands.

The scope of Public Works operations demands integrated capability across production control, technical specification writing, CAD drafting, supply and inventory management, material coordination, recycling program operations, and computer database administration. The urgency and continuous nature of this requirement mandates 100% manning at all times, with any vacancy filled within 14 calendar days and financial penalties applied for unfilled positions beyond that threshold.

Our Approach

GTS delivers logistical support services under contract M6700125Q0009, a firm fixed price level of effort award. The engagement provides 14 full-time employees across seven SCA labor categories, operating from Buildings 5500 and 5501 aboard MCLB Albany in direct support of the I&E Division’s Public Works mission. All work is performed in accordance with MAXIMO, MCO P11000.7C, MCO P4400.150e, EM 385 1-1, and applicable base regulations.

Production Control personnel (2 FTE) receive, screen, and classify all job orders through the computerized maintenance management system, establishing priorities and scheduling work orders concurrently or sequentially to maximize the workforce to 90% of available man hours. Controllers develop production reports from compiled data, identify cost trends associated with maintaining assets and facilities, and recommend methods to mitigate identified issues. Service requests are assigned appropriate response priority codes within 15 minutes of receipt.

Technical Writing personnel (6 FTE) develop performance work statements, scopes of work, and technical documents by researching work order and customer requirements, estimating material costs, and calculating man-hour requirements using industry-recognized estimating software. Writers prepare specifications for inclusion into delivery orders and task orders, develop independent cost estimates, and maintain files of started, completed, and ongoing work orders across the Public Works portfolio.

Drafting and CAD support (1 FTE) converts subject matter expert sketches, marked-up prints, and calculations into complete working drawings using AutoCAD, prepares drawings for major projects, and maintains the catalog of as-built drawings on computer storage media. Site investigations verify existing conditions to ensure all features are reflected on completed drawings with a high degree of precision.

Supply and Warehouse Operations are delivered through Stock Clerks (2 FTE), a Forklift Operator (1 FTE), and a Material Coordinator (1 FTE). Stock clerks receive, inspect, verify, and stow incoming material using warehouse database systems, issue material against approved work orders, and conduct five types of inventory: spot (random), perpetual (daily), commodity (monthly), shelf-life (quarterly), and wall-to-wall (annually). The forklift operator manages the qualified recycling program, operating government-furnished forklifts up to 10K and cargo trucks up to 10-ton to service collection points throughout the base. The material coordinator expedites material flow between sections, creates purchase requisitions, analyzes receipt and issue data, and determines minimum on-hand requirements for stocked materials.

Computer and Database Operations (1 FTE) covers administration of DoD databases and systems including iNFADS (Internet Naval Facilities Assets Data Store) for real property data management. The computer operator maintains server hardware and software, provides technical consultative services on databases contained in various DoD systems, designs technical reports and presentations, and performs preventive maintenance including security protection and configuration integrity. Personnel complete iNFADS certification, NAVFAC Real Property Law, and Real Estate and Asset Management training courses.

A designated Team Leader/Project Manager maintains time and attendance records, submits daily work schedules and monthly reports to the COR, and holds full authority to act on behalf of GTS on all contract matters pertaining to daily operations.

The Results

GTS maintains the 100% manning requirement with all vacancies filled within the 14-day threshold. Production control scheduling maximizes workforce utilization to the 90% man-hour standard. Monthly production reports, daily work schedules, inventory reports, technical document summaries, CAD drawing logs, recycling material reports, and hardware/software resolution reports are delivered within five business days of each month end. All inventory types are completed on schedule with results reported to government warehouse supervision within required timelines.

This engagement demonstrates GTS’s capacity to deliver integrated technical, logistical, and administrative support within a Marine Corps installation environment.
