The Situation

Fort Lee serves as the home of the Army Combined Arms Support Command and the Army Quartermaster School, supporting a large garrison population of soldiers, family members, and retirees who require continuous access to human resources and personnel services. The Directorate of Human Resources (DHR) manages the full spectrum of administrative, personnel, and retirement support functions for the Fort Lee community, including DEERS enrollment, CAC issuance, personnel records management, in and out-processing, retirement ceremonies, and benefits counseling.

The volume of transactions across these service areas requires contractor-provided administrative support to maintain throughput, accuracy, and customer satisfaction standards. The DHR engagement spans executive administrative support, personnel services, event planning and coordination, and retiree programs, all delivered under a performance-based contract structure with defined quality metrics.

Our Approach

GTS delivers comprehensive administrative support services under contract W91QF519C0005, a firm fixed price performance-based contract awarded through the Fort Lee Mission Installation Contracting Command. The contract grew from an initial value of $2.6M to a final value of $8.2M through option year exercises and a one-year bridge contract extension, reflecting sustained government confidence in GTS performance.

Personnel Services form the operational core of the engagement. GTS personnel maintain personnel records, conduct in and out-processing for soldiers including Personnel Records Review (PRR) and Finance Records Review (FRR), manage DEERS enrollment and ID card issuance, and assist service members with pay and benefit issues, retirement planning, and final separation processing.

Executive and Administrative Support covers schedule management, access control, correspondence drafting and proofreading, mail distribution, action tracking, and supply management. GTS staff prepare correspondence for internal and external communication, generate After-Action Reports, Quarterly Performance Reports, and Monthly Performance Reports, and provide retiree support including benefits and entitlements counseling and Retiree Council meeting coordination.

Event Planning and Coordination encompasses the planning and execution of Retiree Appreciation Day, monthly retirement ceremonies, and pre-retirement seminars. GTS manages all aspects of event logistics including scheduling, notifications, agenda preparation, and coordination with public affairs and local, state, and federal officials.

The Results

GTS grew the contract from $2.6M to $8.2M through consistent performance that justified option year exercises, Collective Bargaining Agreement renegotiation, and a one-year bridge contract extension. All performance metrics were met under the performance-based contract structure, with quarterly and monthly reporting delivered on schedule.
