The Situation
Naval Construction Group Two (NCG 2) at Naval Construction Battalion Center (NCBC) Gulfport, Mississippi is responsible for maintaining the readiness of Maritime Prepositioning Force (MPF) Naval Construction Element (NCE) assets, MPF Fly-In Echelon (FIE) equipment, and Naval Construction Force Construction Capability Augment (NCFCCA) Tables of Allowance. These materiel sets represent the pre-positioned equipment and supplies that Seabee battalions draw upon for rapid deployment and expeditionary construction operations worldwide.
Sustaining these TOAs requires continuous data entry into Navy supply and readiness systems, warehouse management across covered storage facilities, inventory accountability for approximately 4,900 line items supporting 14 active construction projects, and communications equipment configuration management for C4I and C5I gear integrated into Civil Engineering Support Equipment (CESE). NCG 2 requires contractor-provided support spanning project supervision, NTCSS R-Supply system operation, COSAL inventory management, 3-M maintenance data systems, RCRP readiness reporting, warehouse operations, communications integration, and Material Liaison Office training and inspection functions.
Our Approach
GTS delivers data entry and warehouse support services under contract N6883621P0299, a firm fixed price award with a 12-month base period and four 12-month option periods. All personnel hold Secret clearances and operate from Building 447 and Warehouse 222 at NCBC Gulfport, with project material support extending to Camp Shelby (MS), Virginia Beach/Norfolk (VA), and Jacksonville (FL). The workforce spans eight specialized labor categories governed by SCA Wage Determination 2015-5147.
Supply Systems and Data Management personnel operate the Naval Tactical Command Support System (NTCSS) R-Supply system, maintaining transactional data for all TOA material receipts, issues, and transfers. COSAL Inventory Management specialists maintain repair parts and spares material in accordance with Navy supply procedures, while RCRP Readiness Technicians manage E-Pillar and S-Pillar TOA readiness data, produce inventory reports, and navigate the RCRP database system to track equipment readiness across NCG 2 subordinate units.
Maintenance Data Systems support covers the Navy 3-M System including SKED preventive maintenance scheduling, OMMS-NG (Operational Maintenance Management System, New Generation) configuration data, and Work Center Supervisor (303) qualification requirements. GTS personnel maintain equipment configuration records and ensure 3-M compliance across all managed TOA assets.
Warehouse and Inventory Operations personnel manage receiving, storing, issuing, packing, shipping, and inventorying MPF FIE and NCFCCA Non-CESE TOA material. Staff operate forklifts up to 6,000 pounds, manage pallet jack operations, and maintain bin placement and stacking configurations based on technical manual specifications. An average of 200 tasks are completed daily across data input, scheduled and random spot inventories, report generation, material pulls and issues, and receipt processing and stowage.
Communications Equipment Integration support covers C4I and C5I Command and Control equipment, IED countermeasures gear, and video enhancement systems installed on CESE vehicles. The Configuration Integration Manager maintains equipment configuration data, manages inventory records, and ensures communications gear readiness across the NCG 2 fleet.
Material Liaison Office and Training personnel conduct weekly inventories of construction project material, manage shelf life surveillance monthly, and provide certified instructional support on MLO operations and warehouse functions. GTS teaches the Material Liaison Office Course (0166.1) and conducts periodic and annual MLO program inspections for NCG 2 subordinate units across the continental United States.
The Results
GTS meets or exceeds the 95% accomplishment threshold across all eight performance requirements, maintaining TOA inventory accuracy, R-Supply transaction timeliness, RCRP readiness reporting, 3-M system compliance, warehouse material accountability, communications equipment configuration integrity, and MLO inspection and training standards. All contract deliverables are completed within required timelines and evaluated under the Performance Requirement Summary using the FAR 42.15 rating scale.
This engagement demonstrates GTS’s capacity to deliver specialized Navy expeditionary logistics support within the Naval Construction Force enterprise. The requirement for personnel qualified in NTCSS R-Supply, COSAL management, 3-M maintenance systems, RCRP readiness reporting, and C4I/C5I communications configuration reflects the technical depth of GTS’s Navy supply chain and readiness management practice. The multi-site material support footprint spanning Gulfport, Camp Shelby, Virginia Beach, and Jacksonville validates GTS’s ability to sustain distributed logistics operations within the Maritime Prepositioning Force framework.
